do you agree that if a population is more likely to engage in submission to authority and putting the state over the individual, then that society is much more likely to follow quarantine and self-isolation protocols than a population who is less likely to do those things?

this is primarily a state issue. there is only so much the feds can do. one thing they can do is restrict travel, which he did (and was criticized for it). another thing they can do is let the CDC work, which they did (and the CDC failed horribly initially)

The president has a bully pulpit with which he could mobilize half the population that have any respect for him to push for mobilization of their respective public health systems. The democratic base is much more inclined to follow recommendations of public health authorities to start with. He could called for cutting through regulations on research samples that had corona in the in January, but which weren't tested for over a month until the researchers broke the law to do it and found cases (and protected the public). He could've not cut the pandemic response team or the behavioral sciences team whose job it is to make it easier for Americans to follow policy since we lack Confucius!
