Wire/rigid hoop net. The gar will drown in it if completely submerged as they can’t get to the surface to breathe.

Or a small top water if they like to sit at the surface and you can sightcast them. If you are into fly fishing, crimp a very small treble hook onto a foam fly and put it right next to their mouth - not in front. May have to use heavy braid as a leader. Good luck. Little spotted gar like to jump and throw hooks.
