Welcome to another legacy of English Common Law and readily enforceable if your “private” beach is considered to be a shoreline of navigable waters.

The shoreline of a pond with zero outflow would qualify as truly private, most other shorelines would not meet this standard.

PS: I use the old axiom “Your right to swing your fist stops where my nose begins” in this instance. The potential risk in the face of the COVID-19 issue for First Responders with regard to having to deal with recreational beach and marine users is not worth the reward.
