those sound like the weekend warrior types
too frickin lazy to use a pole to fish so they put out yoyo and don't come back to check them again until the next weekend
as mentioned, if you see they aren't being checked pick them up and remove them or cut off all the hooks
PS - calling game warden about this does no good at all, they wont do anything

legal, very very few water bodies have their own restrictions.

best just to leave it alone.
some methheads leaving you for dead in your boat over a yo-yo or a jugline is not worth it. seen it too many times.
