He’s right.

It’s also the reason why US Aide to developing countries needs to be tied to some form of incentive for the ruling government to use in a way that sparks economic growth that builds upon itself.

Maybe attach caveats and conditions that the aide is to be used to temporarily subsidize the formation of businesses and the rest on infrastructure.

If the US money isn’t used in a way that helps create jobs and a viable economy it’s just wasteful.

The exception would be if the US gained access to utilize that country for military purposes should the need arise and/or station troops, armor and whatever else at military bases in those countries.

We may need to do more of this last one. China has been, and it’s working for them.
