So if you were a cop and that 6 year old was scared out of her mind because the cop was restraining her.. You are saying you would have done the same thing as he did?

I'd do anything rational. In short, I wouldn't hit the kid, physically restrain the kid or call the police to arrest a six year old child.

They asked if restraining her was necessary and his response was "if she was older we would have used handcuffs". What?

It seems like, in his mind, he was looking at the situation as if "what would I do if she was 18 years old?". He didn't know what the frick he was doing.
