Mifsud was paling around with the State Department people. He was one of their speakers at some State Department junket:
I don't know what the timing was but the FBI had a nice opportunity to interview Mifsud at the Congressional Auditorium on February 8, 2017.

None of this makes sense because according to the document Mifsud was interviewed on Feb 10, the same day PapaD was interviewed after previously being interviewed on Jan 27.
What I assume really happened is Mifsud was told to GTFO of the country on Feb 10 (which he did on Feb 11) after the FBI realized PapaD outed him (which the FBI already knew), and their scam would be realized publicly.
