Some questions:
How does on point strangely?
How do you try to ignore someone several times when they are pointing at you strangely?
Did this guy know the 5 year old and the 12 year old were siblings?
Did he do this to other kids or have other people made similar complains?
Do they have a picture of this guy? Are did they call the police and say "This man on float #21 was pointing to my daughter, wanted my BIL to put my 5 year old on the float with him and got off the float to follow my 12 year old".
Why would he do it in such a public area (I understand he might have been drinking).
And why was the 12 year old angry? It seems like she would have been afraid, scared, uncomfortable, but using the word angry seems more personable. Like they might have know each other.
If some random person points at me, I have no idea why they are doing it. It would make me curious. I might become more aware.. But the only way I would become angry is if I knew that person and didn't really like them. It would piss me off they were pointing at me.

My understanding is that he got off of the float and followed her to the dads food truck.

Why wouldnt he? Hell, Biden pinches little girls nipples in front of hundreds of people and on video.
