Never heard of it before moving out here but now seem to hear it regularly.
(i.e. People say her Christmas decorations are jam up.)

Not in that usage. I know it in reference to trouble with the police.

Jam up and jelly tight. Heard it forever ago in the hood along with “case quarter”. Not exclusive to MS.

It's common in Ascension parish. Never heard it anywhere else though. Apparently it means really good.

You've never heard of a jam up welder?

It is the 1970s version of the F word. Can be used in multiple contexts and has multiple meanings.

No.
I figured it means your cock is as far as it can get up in there.
Heard it 55 years ago in north louisiana and south Carolina
More recently it was a lyric in rock song.
Jam up and jelly tight.
That means it is way up in there.
