I don't understand the media's obsession with quid pro quo...there are stipulations and conditions on every dollar we send to a foreign country, and there always has been... The whole purpose of foreign aid is to change behavior. This is not new, this is State department policy.

It's only bad when Trump spends the money before the U.S. embassy employees (like he spent the money on Javelins to the Ukraine) in said country can spend the money on NGO's like the Clinton Foundation, McCain Institute, Atlantic Council, etc. (who in turn send it back to the U.S. in the form of campaign contributions before taking a substantial amout off the top to cover their "non-profit" expenses).

And for years I have wondered where all that money goes. Many of the countries we give it to still hate us. Many of them still represent national security risks. None of them have been accountable for where that money goes.

20% goes to the country's politicians to enrich them, capture them and keep their pie holes shut.

Maybe, but it seems like the behavior we're trying to change is the Russian interference in Ukraine internal affairs. The problem is that Putin doesn't want that aid going to Ukraine, he doesn't want to change.

The issue is not QPQ. The issue is whether the “quo” works to further the national interests of the United States or rather the personal, political interests of the occupant of the Oval Office.
But that distinction does not lend itself to a bumper sticker or a Tweet.

In Ukraine's case...
The money goes to Ukraine, it is skimmed before going and when it gets there (% unknown), then the remainder is used to purchase U.S. equipment...
In other words, the vast majority of the money goes full circle right back to the pockets of defense suppliers and contractors, who in turn donate to politicians...
The only reason anyone gives a shite about holding up aide to another country is it is fricking with their cookie jar...
