Maybe it is rules of Filibustering? If she stops making a noise for more than a certain time, the other team can counter argue so you never stop. You takes breaths with very audible noises so that it fills space voids.

I thought, and still do, it was a joke when they said that their difficult competition was the rapping duo. That can't possibly be the truth.
