For a world class sprinter, yes... For a HS defensive back no...

Usain Bolt’s world record was 2 seconds faster..

His best 100 meter time was an 11.12 in competition last year.

11.51 would be a great 100 time for me at 51, but it is slow for a good HS athlete. However, football for a CB/DB is based on shorter distances, start and stopping, turning hips, quick bursts, etc. and that 4.49 40 time is great for that position. At 5'9" 195 he is solid and strong and could play CB or Nickel.

For those who say he is too small and would be limited... Limited for what? Dunking a basketball? Playing center in the NBA?

Let's compare Kaufman to other LSU football players:

Todd Harris- 5-11" 190 now (2" shorter and 5 lb heavier)
Kary Vincent- 5-10" 185 now (1" shorter and 10 lb heavier)
CEH - 5-8" 196 HS weight (1" taller and 1 lb lighter)
C. Norman(RB)- 5-9" 191 now (same height and 4 lb heavier)
J. Williams(RB)- 5-10" 192 now (1" shorter and 3 lb heavier)
M Martin (WR) - 5-9" 174 now (same height and 21 lb heavier)

Other Great NFL & College Players Ht & Wt from high school:

Maurice Jones Drew- 5-7" 190 as a Senior in high school (Wow, Kaufman has better measurables than M-J-D, sign him up)
Deonte Harris- 5-6" 165 as a Senior in high school
Darren Sproles- 5-6" 170 as a senior in high school
JK Dobbins- 5-10" 195 as a Senior in high school

If this were a court of law, I established reasonable doubt that Mr. Kaufman has a comparable physique to be a great college and pro football player. Heck, he is built like MJD, Sproles, and JK Dobbins who just rushed for 2,003 yards at Ohio State, and dam near the exact height and weight coming out of high school from our great 2019 RB CEH (Kaufman is 1" taller and same weight as CEH coming out of high school!!!

So, no one can say he limited on height and weight that will hamper him being a solid college CB/DB/RB, because the above guys proved those heights and weights are good enough for college and pros.
