Yeah, they don't perform as advertised by a long shot. That's what happens when governments mandate using a particular technology and the market delivers crap. All of those ratings are in labratory conditions with regulated (almost entirely DC) power supplies. Production LED lights are loaded on a cicuit board full of power conditioning stuff to keep them from flickering and that stuff frequently fails long before the LED itself dies.
