Why not just raise the standard then?
And it’s not TOPS fault that grads leave the state. That’s a structural issue with Louisiana’s economy. GA has a similar program (HOPE). They also have lots of new jobs for grads, so kids that go to UGA, Tech, Kennesaw etc more often stay here. That’s the problem that needs to be solved in LA.

Easy to fix. If you accept TOPS upon graduation you must work in Louisiana the same number of years that you accepted TOPS.
