Well it must've been something Brady did, because these same receivers were dropping passes and were never open last season

I'm not saying that. Brady brought in the system. I think it's a fair assumption that Brady taught the WRs and QB the cues to communicate non verbally and other techniques to fit the system.
I saw Brady as the specialist under Coach E. His job was to implement the details of the passing game. Does Coach E recognize the details of the passing game? Sure. But Coach E's responsibility is more general as the OC. Coach E was relying on the details of the passing game to be taught and carried out by Coach B.
It's analogous to a general surgeon and an anesthesiologist. A general surgeon can carry out the anesthesia in a pinch but wouldn't you rather and anesthesiologist, the specialist, do it?
