Agreed.

The funny thing is that his political instincts were reasonably-effective in Georgia, but much less so in DC. Odd.

As I recall, most of his inner circle were DC outsiders too. No one had a clue as to how to navigate the maze that is Washington DC; Bert Lance being a good example.

Georgia was a yellow dog Dem state back then... essentially 1 party state and he was presceded by Lester Maddox who took all the arrows in regards to integration.He did try to build bridges between Herman Talmage wing of the party and the Atlanta wing but that was never gonna work.
