Maybe not all time, but Hitler for the 20th century. Started a war that launched huge advances in technology and changed world politics forever. He would be easily a top 5 most important person all time if the bad guys won.

Could then argue Garvrilo Princip for assassinating Ferdjnand which set in motion WW1. WW1 set the table for WW2
