You believing that politics has anything to do with a presidential response to a loss of public order in the above scenario is peak naïveté. Yes. Trump would activate federal troops immediately, deploy VA’s guard elsewhere, and shut it down.
Eta: but I must reiterate—this entire situation is a nothing burger. There is no law, and there will be no law like the one Northam is going on about

that would be a very high cost of enforcement, which is one of the goals
troops, thousands more police, judges, jailers, prisons, few conviction due to jury nullification
billions and billions spent enforcing their will on a population that wants no part of it
keep it up enough and they will resent their money going to that instead of their own roads, schools and pet projects
They will eventually quit.

Keep the peace? Refusing to enforce these laws isn't going to result in civil unrest, just politicians stamping their angry little feet.

My 20+ years in the military and extensive legal training on deployment of Title 10 forces on American soil calls bullshite on your assertions here. You are wrong.
