Immigration to Redistribute 26 Congressional Seats to Blue States for 2020 Election

“Those seats cut from mostly red states will be redistributed to California, the most immigration-inundated state in the country. California, by 2020, is set to gain 11 congressional seats solely due to the fact that noncitizens, rather than just American citizens, are counted in congressional apportionment.
Likewise, New York — where nearly 40 percent of residents are foreign-born — is set to gain four more congressional seats and New Jersey, with a more than 22 percent foreign-born population, will also take an additional two congressional seats.“

the counts aren't even sent to the States for redistricting til March 2021 and redistricting takes a while
Population trends indicate Northeast and rust belt states Pennsylvania, New York, Rhode Island, Ohio,Minnesota, Michigan, Illinois will lose several of those are blue States
The West and South
California,Colorado, Oregon, Arizona, , Texas, Florida, North Carolina Virginia will gain and a number of those are Red states
they wont go in effect til 2022
so that article is wrong,

If this is true, you can almost guarantee that the house will be Democrat controlled for the foreseeable future.
Also, it will become harder to elect a Republican President as California goes from 55 electoral votes to 66.
With that many districts shifting to states with immigrants, I could even see Louisiana lose another congressional district.
I know this sounds crazy, and we surely don’t need any more AOC’s. Does anyone think it maybe time to expand the House from 435 members to another higher number.
But I would like to know what data do they have that California grew that much.
The Census only shows a 6 percent increase in Mexifornia.
Texas and Florida are the biggest growers 14 and 13 percent respectively.
Also, it will become harder to elect a Republican President as California goes from 55 electoral votes to 66.
