I have always advocated that there be no pardon power in the last half of any tenure - president included.

These"out the door and Fukc you!" pardons are a stain on the notion of integrity.

One idea is any pardon in the last year has to be approved by the legislature before the person is released.

If you don’t have the balls to do it early on, then don’t do it at all. No different than what you teach kids about talking behind people’s backs.
