Check parish leash law, many have an out for working animals or animals who are wearing e collars. Will need to download a copy to your phone so they can actually read it. Most of the dog popo don't know the law (strange)

After a quick search of the Jefferson Parish leash laws I found this:
So, if you have an e collar, I would argue that you are good.

But they tend to cry when you know more about the laws than they do. It's easier for them to try and bluff you into leaving than correct their misinformation.
