They have been politicized and are now corrupt as hell.

For the C.I.A., it's less ineptness and patriotism than an attitude that they have carte blanche to manipulate, even experiment on, those they perceive as vulnerable and expendable.
It's a special type of "character/psyche" who would consciously be a part of something like their MK-Ultra LSD Program/experiment that ran for 20 years, without regard to those nameless souls whose lives were ruined as a result of it.
And that Guatemala coup in the '50s they orchestrated, where they enlisted the services of the world's prime propagandist, Tavistock "staffer," and nephew of Freud - Edward Bernays - to craft and pound the narrative that Guatemala was "falling under Communist influence."
Bernays wrote a book - Engineering Consent -about his experience and success in manipulating that country.
It's supposedly been a favorite, even a blueprint, for effecting regime change.
They've been corrupt for a very long time.

There’s a history of the CIA that I’ve recommended many times - “Legacy of Ashes” by Tim Weiner. It does a good job of explaining how that organization has been a clusterfrick almost from its inception.
