They should go back to using actual stamps instead of the debit card. It shouldnt be convenient to mooch. It should be embarrassing.

I had to read a pamphlet and take a quiz to train on how to accept food stamps and make change. One of the multiple choice questions was something like:

A customer gives you a $10 stamp for a $6 item, but you do not have enough $1 stamps in your register to make change. You should:

A. Decline the sale.

B. Discreetly ask a coworker or manager for enough stamps to make change.

C. Make change with dollar bills.

D. Yell out "Food stamps!" to get the manager's attention.

I'm guessing you would go with D.

I would go with B, but I would turn on the blinking "manager" register light to do so. The stigma should be subtle and felt by the person using the stamps. Too much would make their anger toward you overshadow the feeling of inadequacy and shame they should feel in their heart.
