Rudy and his buddies Parnas and Fruman were traveling around Europe trying to influence Ukrainian presidents, first Poroshenko and then Zelensky, to investigate Biden and Ukrainian interference into the 2016 election.

I think he was gathering evidence for the known Ukrainian influence via the Obama administration and the dnc into the 2016 election and came across the Biden frickery.
