Airlines probably lobbied FOR it when they were making money off of those phones. Also I would guess that people were probably much briefer in those phones (I guess you payed by minute) than they would be on an unlimited app such as WhatsApp.

As I remember the phones on planes, it was like $5 per minute cash.
