Ummm... JBE voted to repeal the Stelly Plan. Even "The Edwards Advocate" acknowledges that fact.

We didn't repeal Stelly. We partially repealed Stelly.

If we repealed Stelly in full, it may have been poor policy, but we would not have had the budget issues we had.

But yeah, lots of people in both parties take the blame for that. Including Jindal and JBE.

He did vote for it, but he at least publicly admits he screwed up. Jindal has never admitted anything about it as he could have vetoed the damn thing. No way there would be enough to override him. And yes, it was ultimately Jindal and his sycophants that put it to rest.

So how did Louisiana get back to budget and fiscal policy in the last yeas of Jindal’s term, primarily because of what he did. If you look at Figure 4 on page 25 of the Report co-authored by Prof. Richardson of LSU, you will see Louisiana’s Revenue in the 1960’s was 50% from Oil and Gas, that number as recently as circa 1980-1983, etc. was still 40%. So basically, LA could fund everything with Oil money, nobody had to pay for anything, Sales tax rate was 3%, Louisiana’s Fuel tax (2nd or 3rd lowest in the country has not been changed since the 1990’s, at I think 20 cents).

Well starting in 2007, under Blanco and the legislature, but mainly with Jindal starting in 2008, the Stelly plan was overturned with respect to the Income Tax part. Look at Slide Presentation by Professor Richardson and others, in 2007-2008, LA changed the Income Tax structure back to Pre 2003, but did not change the sales tax. At the same time, Oil revenues in 2008 were $1.4 billion higher than they are today and just as recent as 2015 were 10% of the budget revenues, in 2017 only an estimated 4% of revenues. In 2008, Gas Prices averaged up to $4.11 in August of 2008, but by year end had dropped, but by 2012 average Gas price in USA broke the 2008 record. So, Jindal’s first term was afforded additional oil and gas revenues along with Federally directed one-time moneys from Katrina restoration, etc. That is why LA’ budget, which actually was $34 billion when he took office, got that high, because the Federal Government post Katrina provided Federal Monies which were non-recurring revenues but were needed for Post Katrina and Rita recovery, You add the additional Oil and gas Revenues and what did Jindal and the legislature do, go back to the 1970’s and early 80’s fiscal policy.

This LA LAW review article, pp.1149-1151 summarize the Budget and tax history of LA well. The sentence starting in 2009 to 2016 LA struggled to pay its bills, how did budget get balances cuts (that means Higher ED) and listen to this "Diverting money from state accounts set aside for specific use"
