He won the Heisman because he went to Michigan. If he had gone to Florida or LSU, he wouldn’t have won.

He won because Peyton Manning couldn't beat Florida. He passed for 353 yards and 3 touchdowns but had 2 picks including a pick six IIRC and lost.
Peyton should probably have won the Heisman that year. And you could have easily made the case for Ricky Williams as a junior winning as well. But Woodson was indeed a great player so he wasn't a bad choice either, just really an anomaly in terms of being primarily a defensive player.
