I've got a bare area that is pretty hard. Put some St. Aug plugs hoping they would spread but not much progress was made. Would throwing some rye down this winter help break up the soil and allow for easier spreading?

That sounds like it would be a good idea, if no more than to help suppress winter weeds in the bare area between plugs. Might have to try to scratch up the bare soil area for the rye grass seed. I assume you haven’t put down pre-emergent herbicide in that area, if so, then nix that idea.

I wouldn't, the St. Aug will spread during winter, too if not brutally cold. Mine spread all year last year in NLA. It will have to spread again since chinch bugs ate most of it this summer.
