Uhh, last time I checked, 46% percent is less than half. And by enough to make a difference.

So you're suggesting there should have been a super majority to approve St. George? Even if the vote was 51-49, 49 still loses.

46% that actually voted. There were a lot that didn't care to vote and was fine with whatever outcome won. I highly doubt 100% of the 46% is going to waste their time on it. Anything less is such a small number of people for St. George and BR.
