I'm going to work backwards and make it clear that I agree with your last sentence quoted below...
But to answer your questions.
Because the Board of Supervisors hasn't terminated his contract.
Lol that thing isn't that nice...and he hadn't lived in it until about 3 months ago when he put his house on the market...presumably because he knows he's on a short leash.
Anyone that bases their decision on where to attend college based on the US News rankings shouldn't be in college. The bulk of the weight of those rankings is a combination of a beauty pageant or easily manipulated data to get a higher ranking.

After the elite schools at the top it doesn't matter much. I've had hiring input in my job for a decade. I've never thought to myself "this guy went to South Carolina or Auburn over LSU. Maybe we should give him a second look"
