Yes. Exactly that passage. Two Rivers folk are not fair skinned. That is a fact.
It also doesn't matter and has no impact whatsoever on the overarching story. I'm really not going to talk about this anymore.
I can't comment too much on this Lan casting as I have never seen this guy act. Anyone here ever watch Criminal Minds?

He's good, he comes across on screen younger than I envision Lan, but the right styling could fix that.
