I don't think it is either, but have been told it can pull a siphon even if the equipment is not running.

Update: after a great deal of trial-and-error the past few weeks, we ended up finding a small hole in the liner. We applied a patch and that seems to have greatly reduce the water loss, also I am not seeing the wet water spots on the concrete like I was seeing before.
I hope that is the only hole. I'm still monitoring the water loss closely, I'm losing a little less than 1/4 inch per day now ...fingers crossed!

Good for you you I know they are frustrating.
Now that pool season is coming to a close, the other way to find the leak is to simply let it go until it stops dropping thereby getting to the hole.
The dye tests are tough, you have to be really paying attention and not move the water or they are difficult to spot.

Be certain your valve to the drain pipe is 100 percent closed.

We just moved in but the previous owner had Russel Pools do the work originally (15 or so years ago). I have heard really good things about Russel pools installations but my experience dealing with them to try and get an estimate for some repair work has been terrible.

i wanted to go with Ewing after they quoted the reno... they answered 2 questions and then just stopped answering me.
I had pinnacle come quote and he is responsive with in a couple days. I like their works based on the pics and their reviews are pretty good. I am probably going with them when I decide to do this in December.

So Wholesale Pools did the install and the leak detection/repair? I assume you were happy with their work? I just can't find any pool guys that are reliable and I've owned my pool for over 10 years

My pool is only a couple of years old - they have come out and made some minor adjustments / minor repairs in that time frame.
I am not sure if they work on pools that they did not install themselves
