First I've heard the term, but knowing leftist ideology:
They are lower-class / working class that are brutalizing and punishing their co-underclass brethren, simply for a small paycheck, all for the benefit of the "rich elite" and their "privatized prisons" and "school to prison pipelines".

Because some libs heard it used somewhere in the UK but don’t understand what it means so they try to use it here.
The term was said in the last season of Peaky Blinders so I wouldn’t be surprised if that’s where one of them picked it up

On one hand its in a way similar to the idea that those on the right say when we talk civil war on gun confiscation. The cops and military would not go against their own people.
The part that the left seem to not be able to understand is that its not just about people. Its about beliefs and justice. Cops know what is right and they wouldnt go against that (2nd amendment). This doesnt just mean they will let anyone from their area frick off and do whatever they want.
