You can get her a solid machine in that price range. I would recommend a 13" screen over a 15" because it's way easier to fit in bags and things to carry around.

The most important things for general use such as web browsing, streaming music, and word processing are going to be an SSD hard drive and at least 8 GB of ram.

Both of these are in your price range and would work fine for a normal college student. She will have access to a lot of computers on campus if she needs anything to do some serious computing on (depending on her major, she may never need this).

If you want to max out your budget, the Surface that CAD recommended is hard to beat at that price.
