He's missing a statistic.
He needs to compare the 7%, the 10% (both under an expanded insured base) to the 34% we used to have to pay for reimbursements to hospitals for uninsured care (with the feds paying the balance). Adjust everything for inflation, and then present those three numbers.
If the 7% or 10% number is larger than the 34%, then he's going to have a huge issue to run on, and it might actually cause him to win.
If the 34% number is higher, then he needs to find another battle to fight.
I do think the state was totally overwhelmed by the expansion sign-ups, which is what led to a lot of the fraud. The state is now checking medicaid rolls vs tax returns and W-2s, so that should help going forward.

Not to mention the huge influx of federal dollars into Louisiana as a result of the Medicaid expansion that, otherwise, would not have come into the state.

This study done by LSU breaks down the overall economic impact of Louisiana accepting the Medicaid expansion. It says as of fiscal year 2017, Louisiana has received $1.85 billion in federal money that we otherwise would not have gotten.

The federal injection of just $1.85 billion created and supported almost 19,200 jobs, state tax receipts of just over $103 million, and local tax receipts of $74.6 million.

You think Louisiana voters can do the maths.
