Great info to give Tiger, that information is passed at the EPC (Evolved Packet Core). The measurement data and literally any data session is picked up at the RAN Air Interface and passed through S1 to the MME and then to the EPC.
Hence why hackers build S1-U sniffers to not only breakthrough the IPsec tunnel but also basic bearers before reaching the EPC (which is infinitely more secure).
