Fuel line, filter, and bulb were changed with the carb. I’ve also tried running it without the air filter to see if that was the issue. No dice.

Have you checked the coil wiring? TCI setup so you should only have the high-voltage wire. Weak or incorrectly timed spark would cause running issues.
