So I'm order to drive you need roughly 20k in liquid money to cover potential accidents?
Or just let everyone drive without any means to cover potential accidents meaning we get even more lawsuits?

Have you ever had a car totaled by someone with no insurance, no valid license, and no money?
I have, and let me tell you- "it ain't fun".
This "everyone belongs on the road" idea of yours is not well thought out.
