I know you are being facetious, but yes I would be. READ the rest of this very carefully.
Think about how many colleges the US currently has. And think about the marketability of 50% of the majors offered. It would actually encourage more people in the vocational schools. More people in vocations would actually stimulate the economy more than a surplus of (insert race or gender) studies.
Basically at 13-15% cap would probably help more black students in the long run because it would force them to consider the most practical way to use their education. And it's not like private sectors are going to stop having an agenda. Private interests will provide scholarships and other programs, thus relieving the tax paper.

Actually, my plan would probably create an HBCU Renaissance. They will get the students who didnt go to state university or vocational school.
