My old office building keeps the stairwell doors locked on the inside. So you could go into the stairwell, but then you had to go all the way down to the bottom floor to get out. I felt like such an a-hole having to take the elevator down one floor to go to the restroom when they were renovating the ones on our floor. I'm sure I got plenty of bad stares from other people on the elevator when I'd exit.
It took them 3 weeks to realize this was ridiculous and finally unlock the doors so we could take the stairs. But, as soon as renovations were done, they locked them back up.

This has to be a safety hazard of some kind.
