That was the point. Bran is king in name. Similar to how the current British Royals are more of a legacy. Sure Tyrion rules, but they showed its more about governance and not power.

I will grant you... if the series had ended with Tyrion wheeling Bran out of the meeting and checking to make sure no one was looking before he dumped him on the floor it would have been fine.

Bonus points if Tyrion then says "I always did want to cornhole me a cripple." as the very last words of GoT.
