I wouldn't consider interior wear and tear to be body damage either.
Body damage is damage to the body of the car. Dents, broken windows/shields, busted taillights/grills, etc.
Of course this is all pending the specific wording of the HOA.

I see three obvious dents. Hood, lower front fender, and door. Looks like 6 spots where bondo has been applied. I wouldn't call that front fender shitty bondo job patina

I hope the guy wins but it may be a hard sell on the body damage vs patina. I would be coming after any HOA board member if they get a door ding.
