Are the outlier including those who are indifferent? If so, the number of outliers may not have changed but their opinion of him could have.

Let's say Tiger was "beloved" by 90% of sports community.
He's not by 10%. They are the outliers.
But maybe 5% are critical of him while 5% don't have an opinion either way. Some of the 5% who don't care may now dislike him. So the number of people who are critical could change and the total number of outliers remains the same.

The simple explanation:

1/2 of the people watch on TV to see him win.
1/2 of the people watch on TV to see him fail and pout.
That = 100% of golf viewers. He brings ratings to a sport where ratings are not solid week-to-week.
