Ted Ginn at 10th overall comes to mind.
Lots of speed, good kick returner, not worth a first round pick because he was incapable of running routes other than a fly. This was coming off a leg injury (broken foot?) in the title game against Florida, too.

I still think the Rams trading up to take Tavon Austin at #8 was a ridiculous reach for a gadget WR.

Ted Ginn went 9th, but had a better career than the player picked at #8 Jamal Anderson & the player picked at #10 Amobi Okoye.
The Wrs that went after Ginn in the first round were-
Dwayne Bowe, Robert Meachem, Craig "Buster"Davis, and Ginn's buckeye teammate Anthony Gonzalez.
