You don’t know before the race. It shouldn’t have any affect in the wagering for that race.

You won't know,till after the race. Usually could affect betting next time the claimed horse runs. You can check out equibase and do some capping on the horse to see the race history. Sometimes announcers will give information in horses during post parade.

You don’t know before. Most trainers have a spotter in the paddock looking for any obvious issues. They call back to the racing office to let the trainer know whether to drop on a horse or not. Has to be done before the race. If more than one person puts in a claim they “shake” for it and draw the winning trainer.

I still can't figure out why the start car keeps up with the horses through the race.

My betting strategy when I know diddly squat about the horses is to exacta the top two horses when the odds are right. Like a 3-2, 5-2, and the next horse is 8-1. I’d exacta the first two in that order. Seems to work well. If the odds are tight together, it doesn’t really work.
