Barr's repeated use of the word "spying" is totally calculated. It sounds much more sinister than "surveillance," which is the word you would normally use to describe a law-enforcement agency's authorized actions. He's trying to make the FBI sound like the Stasi.

You could argue that spying is unauthorized and surveillance is authorized.

With that said it's pretty important that Barr looks into the unauthorized surveillance (without a FISA warrant, aka spying) into the Trump campaign by the Obama administration.

We can't let this happen again.
