BREC isn't interested in putting out quality golf. They don't have to because the taxpayers fund them. Like any taxpayer funded entity they are not beholden to market pressures like providing a quality product. If they had to make real business decisions they would close courses like their independent study suggested. Then focus all their attention on the courses that make sense like BC.
