13's green is just... stupid. The tiers tilting away from the tee boxes along with the sand that has to be covered makes it a hole for only really good golfers, and even they get punished on good shots. I can't imagine what it's like for the 10+ cap who's playing the course for the first time.

4 can be risk/reward if you're truly bold. Cutting a long driver around the creek and trees gives you a chance at getting there in two. But it's hardly worth it for most people.

18 is okay. It requires 3 solid shots with no mistakes. However, in scrambles it's one of the most fun holes for me. Last one I got to go driver (covered both parts of the creek) then driver again sitting up in the rough. Got it hole high and my partner chipped it to 2 feet. But playing alone, I'll never take that chance. I agree with Johnny about filling in the creek and give more people a chance at getting there in 2. But given that green and the protection around it, it's more likely to lead to even higher scores.
