Lying with percentages is fun. 8.8% of a small number is a small number. If you exclude the military it’s even smaller.

Discretionary spending was about $1.28 trillion in 2007. Trump asked for $1.31trillion.

Meanwhile.... Medicare spending has gone from $435B in 2007 to well over $700B in 2018.

Clearly, discretionary spending is the problem here.
