Did the prolonged government shutdown contribute to this at all?

Is this a collection / reporting anomaly that will average out?

I don’t know the answer. I’m only asking. When looking at that number over that time period, I wonder if there is a hidden reason.

I don’t believe this would be the case (at least very much) since it’s already a month behind to catch up, and the trend dates back to months before the shutdown.

Shouldn't be. During the shutdown, the apparatus that collects federal monies was kept running.
